I'm having a problem with the Logitech Gaming Software (LGS) since many versions now, and am at my wits end. I haven't been able to program my Logitech gaming mouse OR my Logitech gaming keyboard, so I can setup all of these buttons to do whatever I need. I've gone back and forth with the actual Logitech Support, including their highest tech level support, and they ended up not knowing what was wrong!!
The problem is, after I install LGS and then try to run it, no GUI user interface ever shows up, no matter how long I wait, and if I look in my Task Manager I can see that it is cranking up my CPU to around 25% and staying there. I can even hear my PC get louder from the CPU being at a constant rise. I never get the normal tray icon or anything. Nothing at all ever, just the program (LCore.exe) process in the Task Manager. If I kill that process and restart LCore.exe, the exact same thing happens, no matter how many times I try.
Logitech Support told me to do a fully clean uninstall of LGS and reinstall. Tried it, didn't fix it. Then they told me to do that again, but after restarting into Windows Safe Mode. Did it, still nothing. I've looked and looked and cleaned and cleaned, uninstalled and reinstalled at least 15 times, always the same result. A friend told me there were some hardcore computer guru's that hang around here, and to come ask, so here I am.

To be clear, do you mean you're trying to create a User Account in Windows? If so, and assuming you're using Windows 7+, you can press the Windows key to bring up the Start Menu, then type "add user". You should get a link to the User Management features where you can add user profiles.

It's a permissions issue.
I had this happen as well. I'm not sure why, but it started happening to me outta nowhere too, after running LGS for a loooong time w/out issue. I had to do a bunch of digging around, and process monitoring to sort it out. Turned out Lcore.exe was running as my personal user account, but my personal user account wasn't given permission by Windows to 'use' it, so it would just load the process, hang at ~20% CPU, and no GUI or tray icon.
The fix is real simple, you just need to give your user account permission to use LCore.exe.
Here's how:
Open up Windows Task Manager & look at the User Name it's running as ...
Right-click on LCore.exe, Click Properties, Security Tab, Edit Button ...
Add the User you saw LCore.exe running as, and make sure you give it "Full Control" by checking the "Full Control" box near the bottom.
Once you've done all of that, restart LCore.exe and you should be back in business.
