OK seriously there is a 4 page PDF asking the simplest question "what is broadband" because our government wants to know. I guess they have never heard of wikipedia .
So why are they asking so they can pass another federal spending thingie (yes I'm very technical there) and they just want to make sure the wording is correct. So what do you consider broadband? I love some of the answers some have replied back on digg:

Isn't the Internet that thing that came in those silly AOL discs? So, wouldn't broadband be the same on bigger discs?
I'm thinking it should be rated as a a minimum data transmission rate and if you fall below that then its not broadband - maybe that will slap some ISP's in order for their sub-standards. Too many ISP's charge for broadband and they give you crap, plus they over charge. Maybe if it were more regulated it would be better.
