ok this has been driving me absolutely BONKERS for a while now. When I scroll with the mouse wheel it's like the first scroll doesn't get recognized, then it'll scroll, then ignore then next couple of scrolls, then scroll, over and over. I've looked through and messed with all windows mouse settings, looked for any third-party software that might be interfering, everything I can possibly THINK of and it still persists! 
You're all my last resort, does anyone have aby idea what could be the problem? Do I need to buy a new mouse? I'd really hate to because this one was expensive!

O M G I feel sooooo stupid now. 
I took it apart, cleaned it real good, it was disgusting, and now it works perfect ! It's always the easy things you miss!

This may sound like a dumb question, but let's start with the basics; have you cleaned the insides of the mouse?
They are usually very simple to take apart, clean, and reassemble. Probably just 3-4 screws. (Pro Tip: a lot of mice ( mouses?
) have a sort of slick, pad that sticks on over the screws, which also hides them, just carefully peel them off and you'll be able to stick them back on when you're done).
You'd be surprised how nasty (and how fast); the insides get around the scroll wheel. Especially if you have cats.
