I used to be able to drag my playlists to my ipod to transfer the songs to it, but now it just shows me the circle with a line through it?
I did move all of my songs to a external usb drive and now all of my playlists are broken (empty) and all of my songs have the grey exclamation point next to them. It's making me locate every single song one by one!!

You just have to re-add the songs by clicking the "Add Folder" or "Add File" menu items. When you do you'll have each re-added song right next to each (old) same song with the gray exclamation point next to it. You highlight each one of those and hit the delete button, leaving you with only the newly added (same) songs. It's best to have iTunes also move your imported songs to it's folder too so they're all in one place (selectable in the Options).
Once you've re-added all of your songs, delete the old empty playlists and just drag the new ones (playlists) back over.
In order to transfer playlists from iTunes to iPod. You just need to connect your iPod with computer and sync the playlists which are in iTunes to iPod. Or you can transfer them to iPod with FonePaw iOS Transfer which can do what iTunes can't do and quickly transfer files from iTunes to iPod.

That's happened to me when I moved my iTunes library and it screwed things up. Make sure you have the songs actually in the old playlists, and there's no exclamation point next to any of them.
