Totally real. As a filmmaker, this kind of thing is not easily faked on a handheld. The camera moves all around with too many elements to manipulate. Not just the baby.
And as a parent, I can say that this baby is no midget either. My two-year-old looks a little older than that baby. His size and physique is accurate for a toddler. His dexterity is not unusual for kids that age either. Not all toddlers are clumsy and uncoordinated. While my baby doesn't quite dance the Samba (although the dance in this video isn't really Samba), he can dance with multiple moves and styles for an entire song or more. My son has been exposed to music and dance performances since he was born and, like most babies, loves to dance whenever there's music. I imagine Brazilian babies would be even more so, considering their access to that sort of music and dance being such a huge part of their culture.
