This is the new Palazzo Versace resort that is being built in Dubai.
“We will suck the heat out of the sand to keep it cool enough to lie on,” he said. “This is the kind of luxury that top people want.” --Soheil Abedian, founder and president of Palazzo Versace.
Dubai is notorious for entertaining the incredibly rich people of the world. They hope that this hotel in addition to the cooled sand will attract more of these people to the area to vacation there.
Lately however it has been said that the rich are fleeing Dubai--the ones that have homes there. This is because they can end up in prison if they default on their mortgage.
"With Dubai’s economy in free fall, newspapers have reported that more than 3,000 cars sit abandoned in the parking lot at the Dubai Airport, left by fleeing, debt-ridden foreigners (who could in fact be imprisoned if they failed to pay their bills). Some are said to have maxed-out credit cards inside and notes of apology taped to the windshield."

That is pretty but there so many nice places here in the good ol US that are tropical. If I wanted a tropical non US place to travel to I would go to Tahiti
For now I'll spend my tropical vacations at Hawks Cay where I
it! At Hawks Cay they refrigerate some of he pool water (a chiller) so you northerners dont die of heat hoping into a pool that is 90 degrees
