Just open up an Explorer window, and paste this in:
shell:sendto
It's a 'shortcut' to your Windows Send To folder. You'll be able to put anything you want in there, the usual way then.
Tip:
Use shortcuts to any app you want to place in there, instead of placing the actual app itself in there. Just highlight the app you want there, drag it over the Send To folder, and while holding down the ALT button, drop it into the folder. This creates a link to the app. you can rename it as whatever you want, just be sure to keep the .lnk extension.
